Developed in 2000, Senior Residence at Kāne‘ohe is a 75-unit affordable rental housing community for seniors located in Kāne’ohe, Hawaii. For financing purposes, the Senior Residence at Kāne‘ohe was developed as a two-unit condominium project with two separate owners. Unit A consists of 44 one-bedroom/one-bath units and 1 two-bedroom resident manager’s unit. Unit B is comprised of 30 one-bedroom/one-bath apartments.

Resident Qualifications:

To qualify for residency in Unit A, residents may earn up to 50% of the AMI. Tenants pay 30% of their income for rent.

To qualify for residency in Unit B, residents may earn up to 60% AMI.

In 1996, Pacific Housing was selected by the City and County of Honolulu to lease a 1.5-acre parcel of land and develop affordable rental housing units for seniors. Pacific Housing subsequently applied for and was awarded Section 202 funds in 2 consecutive years for development of 45 units. In 1998, the HCDCH allocated Federal and State tax credits under the LIHTC program for development of the project. At the time, the Section 202 and LIHTC programs could not be combined in a single project. In order to utilize both programs for permanent financing sources and make development feasible, the project was constructed by the Kaneohe Elderly Housing Project Limited Partnership (KEHP LP), a Hawaii limited partnership created by Pacific Housing, with interim loans from HCDCH and the City.

Upon completion of construction, the project was submitted to a 2-apartment Condominium Property Regime consisting of Unit A, owned by Pacific Housing Oahu Corporation Elderly Residence (PHOC ER), a Hawaii, single asset nonprofit entity created by Pacific Housing, and Unit B owned by the KEHP LP. PHOC ER used the Section 202 to “purchase” Unit A from KEHP LP and take out the portion of interim loans allocated to the development of Unit A. KEHP LP used the LIHTC equity to take out the remaining interim loans.
